Clifton (17 Jan 2022); At the request of the Inspector, the Clifton Village Neighbourhood Forum (CVNF) provided a written note setting out reasons why the CVNF considers the proposed funding mechanism for the strategic sites to be unlawful.
The ‘roof tax’ is proposed by CC and promoters as the means of retrospectively recovering costs of funding site-specific infrastructure, which will have been forward funded by the public sector and subsequently delivered in advance of the Garden Suburbs coming forward, in an expectation costs are repaid as development proceeds.
The document also covers the implications for Calderdale, and the Local Plan, if the roof tax is dropped.
The CVNF received a reply from Calderdale Council on 23 Feb, and we now publish both documents here.
